The government has expanded the parameters of the war risk insurance program for businesses

The Cabinet of Ministers of Ukraine has adopted a decision to expand the terms of the state war risk insurance program, providing for an increase in the maximum compensation amounts and simplifying business access to insurance premium reimbursement. The relevant changes were approved on March 18, 2026.

As noted by the Minister of Economy, Environment and Agriculture of Ukraine Oleksiy Sobolev, the key requests of business were to increase the compensation limits and the possibility of receiving insurance premium reimbursement before the expiration of the insurance contract. As a result, the maximum compensation amounts were increased threefold.

The maximum amount of compensation for damaged or destroyed property has been increased to UAH 30 million, and for insurance premiums to UAH 3 million. In addition, submitting an application for premium compensation is now possible on the 31st day after the conclusion of the insurance contract.

“We talked a lot with business about how this program should work. Among the main requests were higher limits and the ability to receive an insurance premium before the end of the contract. Therefore, we tripled the maximum compensation amounts – up to UAH 30 million for property and up to UAH 3 million for insurance premiums. And you can now apply for premium compensation on the 31st day after the conclusion of the contract. This will provide enterprises with more opportunities for recovery and improve the conditions for attracting investments in Ukraine,” said Oleksiy Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.

The updated conditions provide that compensation for damaged or destroyed property is provided exclusively for assets included in the program at the time of the insured event.

At the same time, the rule on reducing the amount of compensation by the amount of previously received state aid was canceled. Enterprises that have already submitted applications were given the opportunity to clarify them by May 1, 2026, in particular, to increase the declared amounts of losses or add other property.

In terms of compensation for insurance premiums, the financial parameters have been expanded and the payment mechanism has been clarified. Compensation is made exclusively under property insurance contracts against war risks.

For contracts that provide for phased payment of the premium, reimbursement is also made in proportion to the payments actually made. Businesses that concluded contracts after January 1, 2026, can join the program until May 1, 2026, even if the application was not submitted immediately.

The war risk insurance program for businesses has been operating since January 1, 2026 within the framework of the state policy “Made in Ukraine” and is administered by the Export Credit Agency.

As of today, 52 applications have been submitted in the area of ​​compensation for damaged or destroyed property, of which 20 have already been confirmed. In the segment of compensation for insurance premiums, 21 applications have been submitted.
